Europe’s Connectivity Strategy Leaves the Conference Stage
Europe’s secure satellite constellation is no longer just a strategic slogan. On September 10, 2026, during the International Space Summit in Paris, major industrial agreements were announced for IRIS², the European Union’s future sovereign connectivity network. Airbus will begin developing the first satellite layer, while Thales Alenia Space will provide secure governmental payloads for hundreds of satellites. The news marks a decisive shift from political ambition to industrial execution.
What IRIS² Is Designed to Do
IRIS² stands for Infrastructure for Resilience, Interconnectivity and Security by Satellite. It is Europe’s planned multi-orbit secure communications constellation, designed to provide resilient connectivity for governments, defense users, emergency services, critical infrastructure, and commercial customers.
The program matters because connectivity has become strategic infrastructure. Recent crises have shown that satellite networks are no longer secondary systems used only in remote areas. They now support battlefield communications, emergency response, maritime security, aviation, border surveillance, digital government, and disaster resilience.
Europe wants IRIS² to reduce dependence on non-European satellite networks, especially in sensitive government and security applications. This does not mean isolation from global partners. The New Airbus and Thales Alenia Space Contracts
The latest announcements give IRIS² a clearer industrial shape.
Airbus Defence and Space has signed the initial contract to design and build the first layer of IRIS² satellites on behalf of Eutelsat. This first low Earth orbit layer will include at least 66 satellites, to be delivered in 2029. Airbus and Thales Alenia Space are responsible for this initial LEO segment, which is intended to start building the operational backbone of the constellation.
Thales Alenia Space, the Franco-Italian joint venture between Thales and Leonardo, has signed a letter of agreement with Eutelsat to provide the governmental payloads for 330 IRIS² telecommunications satellites in low Earth orbit. These include 66 Ka-band-only satellites and 264 dual Ku/Ka-band satellites. Thales Alenia Space said this order represents around €500 million within a broader IRIS² contract expected to exceed €3 billion.
These figures matter because they show that IRIS² is not only a policy framework. It is now becoming manufacturing work, payload development, supply-chain demand, software integration, ground infrastructure, and launch planning.
Why Coordination Is Europe’s Biggest Challenge
The contracts come at a sensitive moment. At the Paris summit, ESA Director General Josef Aschbacher warned that Europe must better coordinate its national satellite programs to avoid fragmentation and duplication. This is a real risk.
Europe has strong national champions, advanced agencies, and deep technical expertise. But when each country develops its own military or institutional satellite plan without enough interoperability, the result can be expensive overlap rather than strategic scale.
For IRIS² to succeed, Europe must avoid building disconnected systems that compete for budgets, spectrum, suppliers, and political attention. The strongest outcome would be a network where EU-level, ESA-level, and national capabilities reinforce one another.
That means common standards, interoperable architectures, coordinated procurement, shared industrial planning, and enough demand visibility for suppliers to invest confidently.
The Commercial Space Economy Behind Sovereignty
IRIS² is often discussed as a sovereignty project, but it is also a commercial space economy project. Its success will depend on companies that can manufacture satellites, design secure payloads, provide launch services, operate ground networks, manage cybersecurity, integrate telecom services, and sell capacity into public and private markets.
Eutelsat is particularly important in this ecosystem. Alongside IRIS², the company announced plans to procure 229 additional OneWeb LEO satellites from Airbus to strengthen and extend the OneWeb constellation through 2034. That order supports continuity while IRIS² moves toward service availability.
This creates a bridge between today’s operational OneWeb network and tomorrow’s European sovereign connectivity architecture. It also gives European industry a larger production base, which is essential if the continent wants to compete with SpaceX’s Starlink scale.
What Comes Next for Europe’s Space Economy
The new IRIS² contracts affect satellite manufacturers, telecom operators, defense agencies, emergency services, investors, launch providers, suppliers, and European citizens who depend on resilient digital infrastructure.
